EXPERIENCE SUMMARY

Mrs. Mooney has over fifteen years of experience in the supervision of environmental assessment and remediation activities at petroleum- and chlorinated solvent-contaminated sites.  She has worked within the State of Florida, State of Georgia, State of Missouri and State of Nebraska regulatory environments.

 

Mrs. Mooney coordinates and manages all aspects of field investigative activities and prepares associated deliverables.  Her expertise includes project management, cost estimation, cost control, remedial system construction oversight, pipeline removal and closure, environmental site assessments, monitor well design and installation, sampling of various media, quiescent groundwater and surface water sampling, natural attenuation sampling, aquifer testing, formulation of technical plans, data reduction, and report generation. 

 

Mrs. Mooney currently serves as Preapproval Program Manager for Fortis Environmental Group, LLC.  In this role, she is responsible to coordinate staff scheduling, technical training programs, management of environmental professionals including engineers, geologists, environmental technicians and administrative staff.  In addition to the role as program manager, she is also the technical lead for environmental site assessment projects and is responsible for project management of approximately thirty projects funded under the preapproval program for the Florida Department of Environmental Protection.


PROJECT EXPERIENCE

Preapproval Program Manager, FDEP Petroleum Cleanup Program Contract, Statewide – Florida.  In this role, Mrs. Mooney provides management of staff of environmental professionals, field technicians and administrative assistant.  She is responsible for negotiating site assessment and remedial action projects, proposal/scope of work negotiations, implementation, report preparation, and invoicing FDEP under the petroleum cleanup program.

 

Environmental Specialist III, FDEP Bureau of Petroleum Storage Systems, Statewide Florida.  While working for FDEP, Ms. Mooney provided management for the performance of site assessment and remedial action activities for state funded rehabilitation projects as a project manager.  She assisted the Professional Geologist in the review and evaluation of proposals and technical documents for technical adequacy, and compliance with Chapter 62-770, Florida Administrative Code as well as assisted in the evaluation of funding allocation proposals (SRFA) and preparation of funding allocation agreements.

 

Environmental Specialist II, FDEP Office of Water Policy, Statewide Florida.  Ms. Mooney monitored, reviewed, and assessed rulemaking activities of the water management districts through inventory of existing and revised rules, contact with district rule coordinators, review of rule amendments for consistency with Ch. 62-40, F.A.C.  She assisted in the review of the District Water Management Plans and Regional Water Supply Plans and represented the Department of Water Shortage Issues. While in this position, Mrs. Mooney provided responses from the Office of the Governor regarding citizen issues.

 

Assistant Geologist, Various Sites, Missouri.  Ms. Mooney provided Assistance to division project managers on Phase I field investigations.  She prepared scope of work, field sampling plan, quality assurance project plans, and site health and safety plans.  She also provided technical oversight during monitoring well and soil boring installations.

 

Hydrogeologist, NFWMD Various sites, North Florida.  Ms. Mooney coordinated activity for the Chapter 62-524 delineated areas program.  She was responsible for preparing monthly and quarterly activity reports to FDEP, served on the water well contractor workgroup, and served as the project manager for the District well abandonment program.  She also provided technical oversight for the field technicians for well construction inspections.

 

Project Geologist, Former McDaniel Trucking Company, Havana, Florida.  Mrs. Mooney managed this project under the petroleum cleanup program; while working on this project, Mrs. Mooney was responsible for completion of supplemental site assessment activities. Mrs. Mooney provided technical guidance for the selection of soil sampling locations, evaluation of soil analytical data and selection of samples for SPLP extraction and leachate analysis, and TRPH speciation.  Mrs. Mooney prepared the remedial action plan based on the supplemental site assessment activities, resulting in Department approval for conventional excavation and LDA excavation technologies.

 

Project Geologist, Pendletons Citgo, Apalachicola, Florida.  Mrs. Mooney managed the assessment of this site under the petroleum preapproval program.  Mrs. Mooney was responsible for preparation and implementation of the work plans and cost estimates, invoicing, preparation of all natural attenuation monitoring reports; this project received a no further action status in August 2008.

 

Project Geologist, Dalia Food Mart, Panama City, Florida.  Mrs. Mooney managed this non program project under the Ch. 62-770, F.A.C under direct supervision by the FDEP Northwest District.  The Dalia Food Mart is an active petroleum retail facility.  Petroleum contamination from site activities impacted the surficial aquifer. Mrs. Mooney designed and implemented a contamination assessment that included document review, interviews with affected parties, soil, groundwater sampling, aquifer testing, free product recovery, NPDES discharge via short term permit and an interim source removal. 

 

Assistant Geologist, Drycleaners, Various Locations, Nebraska.  Chlorinated solvent impacts at these sites were the result of normal drycleaning operations.  Mrs. Mooney conducted prepared the sampling plans and conducted soil and groundwater sampling, data compilation and generated contaminant of concern isoconcentration plume maps using AutoCADD.

 

Assistant Geologist, Kansas City International Airport, Kansas City, Missouri.  Mrs. Mooney conducted prepared the sampling plans and conducted soil and groundwater sampling using DPT technology, data compilation and generation of contaminant of concern isoconcentration plume maps using AutoCADD.

 

Hydrogeologist, Various Projects, Florida.  Mrs. Mooney coordinated activities within the Chapter 62-524, FAC, Dibromoethane, 1,2-(EDB) delineated areas program.  Potable wells within the delineated area of Jackson County were tagged with a unique well ID and positioned using GPS, downloaded into the GIS database.  Mrs. Mooney generated maps for FDEP using ARCVIEW.

 

Hydrogeologist, Various Locations, Florida.  Mrs. Mooney served as the project manager for the district well abandonment program.  Mrs. Mooney issued a bid solicitation to subcontractors for the district wide abandonment of wells 12” or larger that may potentially cause a threat to the Floridan Aquifer. Mrs. Mooney evaluated the bids and oversaw the completion of the project.
